As mentioned in this thread http://www.warlockbrawl.com/forums/d2-general-discussion/networking-in-dota-2-warlock it's possible to make network requests in mods. Pretty sure you could create a relationship between the mod and our databases (at worst just a sheet that's manually updated with steam ids <-> awards like titles, at best an automated rating system like you're talking about) although this should probably be an afterthought. Valve might end up making an api for custom game leaderboards as well (I wouldn't know.)
edit: nm I think you're actually talking about matchmaking not leaderboards. This will always be left up to valve pretty much(?). Warlock never had such a system- were standalone thoughts only.

There was such a system on rgc.
We could do that though it would be very easy to fake / cheat there if it's not hosted on a dedicated server. Just want to finish my exams first before I continue to work on it!
